MEAGHER COUNTY CITY LIBRARY
BOARD OF TRUSTEES MEETING MINUTES
TUESDAY, MAY 10, 2011

ATTENDANCE:  Library Trustees:  Gordon Doig, Leone Michalec, Elton Lee
                              Library Director:  Debbie Benedict
                              Guest:  Sarah Schuster

The meeting was called to order at 6:02 p.m. at the Meagher County City Library.

U. S. Forest Service employee Sarah Schuster presented background information on plans for incorporating a native pollinator garden alongside the paved visitor pull-out information center adjacent to land purchased for library relocation and asked if the board would be interested in incorporating this landscape into the new library building design.  If so, would Friends of the Library help with construction and the ongoing maintenance?  Sarah was advised to consult Melinda Vennard and White Sulphur Springs City Council.  The project is outside the scope of library by-laws to accomplish but could be possible through Friends of the Library. 

There being no additions or corrections to the April 12, 2011 meeting minutes, they stand approved as presented.

It was moved by Leone and seconded by Elton and unanimously carried to approve bills as presented for payment.

Exterior Painting of Library Building
Water based contractor quality paint has been purchased.  If existing building siding is pressure washed more paint could be removed and may need to be primed.  New siding will be primed prior to painting.  Tintina employees are willing to help with the project.  Gordon, Steve and Elton are available for the project planned to begin in August following summer reading.

Library Foundation Articles of Incorporation (Status Update)
County attorney Kimberly Deschene reviewed the document for legal correctness.  Possible individuals to serve as foundation directors required by Article IX were discussed and are to be decided prior to the June board meeting when the final document will be signed by all board members.  The signed document will be forwarded to the Secretary of State and the $400 filing fee paid for using library depreciation reserve funds.
It was moved by Leone and seconded by Elton to approve submission of Articles of Incorporation of Meagher County Library Foundation to the Secretary of State once complete with foundation director names and library board signatures.


Library Foundation By-Laws (Status Update)
By-laws will not take effect until incorporation is approved by the Secretary of State.  Gordon, Leone, and Mari are in the process of coordinating meeting schedules.

FY-2012 Budget
Gordon relayed his conversation with Dayna Ogle concerning establishment of a fund to carry-over Debbie’s unused sick and vacation time.  Leone asked the process involved to give Debbie a cost-of-living increase which was discussed.  Gordon, Elton and Leone will be on the budget committee scheduled to meet the first week in June.

Vacuum Cleaner
The vacuum was repaired with advice from Wayne Johnson for the library board to consider purchasing an Advance heavy-duty vacuum which has two separate motors to operate the brush and vacuum and similar to those used in the schools and courthouse at a cost of $525-550.  This item will be placed on the June agenda to be decided once building funds are finalized.

Lawn Repair
Debbie’s concern is that the summer reading program begins June 8 and will be held in the back room of the library.  If children enter and exit through the back door to the grassy area for games, they will pass through an area of dirt and rocks.  Should this area be wet, the potential exists to track mud onto the new carpet in the back room.  Another ongoing concern discussed is the water situation in the street alongside the library and the danger it presents to children who periodically sit in the street to play in the water.

Dump Day
There is computer equipment which can now be discarded.  Gordon and Elton will take care of this at a later date.

Librarian Report
Debbie presented a written Librarian Report which is on file at the library.  She also alerted all to the possibility of a new library circulation system replacing the current one as early as June/July 2012 and the Montana State Library’s ongoing procurement process.

The next board meeting is scheduled for June 14, 2011, 6:00 p.m. at the library.

There being no further library business to discuss, it was moved by Elton and seconded by Leone and unanimously carried to adjourn the meeting at 8:07 p.m.
